DX9 Failed Error

I've got this friend who wants to play a certain server. 2 other servers load fine but this one. He gets a Direct X Failed to Initialize use dx 9 or higher error. Tried Deleting config file. Reinstalled Drivers and Direct X. Nothing seems to work. Trying to run it on an old nvidia 540m bridge with his integrated CPU. Trying to Run this server that uses 1.5.
