Well, I have browsed forum and haven't seen any tutorial on how to edit files. Ex. changing equipment's look (Client sided).
And what program ( I think it's something with 3d Models ) should be used for making sets, weapons and etc.?

You can get a photoshop plugin for recolouring, or import the .elu with blender.

You're gonna have to download the mrs.exe, zlib.dll, unpack.bat, pack.bat.
