You need to add the dll to your system32 or sysWOW64 if it is 64 bits.

Visual studio should do this for you when you use the correct settings.

Your windows kit is probably an old one and you need to install the correct SDK.

Download DLL:

You must be registered to see links

and you can always comment out the: //#define _MSXML2

That will make it use MSXML and you can fix it later on.

Update all yo drivers. Maybe even better to do it through BIOS
