All new SQL servers should support older versions, in case you're referring to Gunz database, it should work fine with them. (Haven't tested it though)
As for C++, do you mean a compiler for the source code ? If so, the one built with 2012 is good, if you wanna upgrade it to 2019 you might encounter some errors which you may need to fix (but that's not a big deal).

As for C ++, I recommend 2013 and 2019 is much better for me, and SQL because you can use 2008 R2 until 2014, the one I currently use is 2014.
