That means, that when you complete the level 50 job event, this one becomes available. You can see it when you press "Q"

GERmarco,when u finish lvl50 quest (job) u must go when u get lvl 70 in CoP,talk to Preist. Just press Q & M and look where the point is. When u do this quest, g55 shop is opened for u :)

I have looked in the InitNPC xD

whats the name of lvl70 quest? or its maybe possible to edit in db?

Please tell me how to config the launcher, i need to put some news in it.
i've tried to make web server and edit the customs.conf , not working.

There is some guide here i think for this luncher

could u please tell me how to config the launcher, i've put notice.txt into the webserver and i test http://localhost/launcher/notice.txt, i can see it but it doesn't appear in the launcher.
