Can't open quests

Hey all

I have a big Problem :(
I have crate many quests.

Starter Stuff
One Own Quest
Welcome Bord

So my problem is:

If you push on the Welcome Bord then must open a window with informations right ? But at all my quest don't open a window.
I have the Clean Repack by Exe.

Can anyone tell me Why ?

But i thik the e.pk is not ok. Couse if i will speak with the NPC than dont open a Window.

for example: On Webadim RePack i start in Naru and Klick on Starter Stuff Fary. Than does open a Window.

But if i add the Starter Stuff and klick on the NPC than don't open a window. and and i have add too a welcome bord but if i klick on the npc dont open.

i have check all files. i have check the number of html and of the index.
