Giving an item to player on a fixed time

I've been looking like crazy, but can't seem to find a way to give the player a speed-up med every 30 mins. A lot of servers give a token or an item to the player every once in a while, but I can't seem to find a way to do this.

Could someone please point me to a repack that does this, or explain me how this works?

uh i think its done with the gold coin event and you just change the gold coin to some thing else
