How much does it cost a KalOnline programmer?

I would like to create a KalOnline server but i don't know how to use assembly, C++, IdaPro and OllyDbg, so i would like to know how much it would cost to create a new server.

It cost you nothing, root is about 20 euro montly to run the server on it. You don't need to write a single line of code to run a server. You just need a repack and addon.

You don't need C++, IDA or OllyDgb for a kal server
