I wouldnt even try to make a website without knowing at least CSS3 and some PHP for the Databases.

CSS3 should be used as a "addition" for website to make it looks better.
It shouldn't be used as a standard. Why?

My opinions is, if you want to be up to date, then buy a Computer that figures the references for your interests.
So mostly, every stuff I done till now, had been requirements to my style of coding.
Windows 7 is Company-Standard today, it brings you IE9 within, so CSS3 is your way to go for the future.
Everyone who got older Systems then Win-7 should upgrade soon or later anyway.
I mean its 50-100 Euros for a Win7 min-req Desktop only.

If i look at the Global Web Stats I see about 43% Win7 and 16.56% Chrome Browers thats enough for me to give CSS3 / HTML 5 a try.
Mostly Laptop Users if i look at the Screen Resolutions favourite.
You need to think about that alot of people got the Iphone 5 / Galaxy S3/S4 that supports HTML 5 and CSS3 already.
In my opinion its okay to use HTML5/CSS3 for most of the new Sites.
Everyone can take out his own favourite.
It's your own problem that you care about "new technologies", "your browsers".
Remember that some people are using browsers at home/work on older computers with Win xP and they aren't event thinking about changing that if they don't have to.
You are not doing websites for your own usage.
