i look in seach for these but cant seem to find it ant whear the boats in game dont work can someone tell how to get them to work when you run up to the dock you can see the ship pull away but never come back

This is an old bug in ships code. They use the speed form character template.
Use that patch and it should work. That is not my fix all credits goes to _DS_ from l2j server.

I guess you are using a precompiled source. This is a patch for the core. To be able to modify the core you have to get the source of it. There are a lot of guides here on how to get it and compile it.
And you need a minimum of java knowledge to be able to add that patch.
