what do you mean to close the account manager for the people. but they will can not register a new account :P

if you want this go and delete your server's ip in acm so the account manager will not work.

and put in false (if u have it in true) autocreateaccount, in u login config...

do you have web server? because is u have u can close it manually, if not just put in false the autocreate account...

if he close the auto account from account manager they will can make a new one. just close the acm and post it in the link that it is disabled make a new html in acm's block.
