Hoe can I get Hellbound without quest in L2J?

...please, someone know how to enable access to Hellbound without quest?, I use l2j and trying to configure fast server this happens
I have a Global GK to go to Hellbound, when I get Hellbound, the game teleports me to the city again =(

please help me if there are some tips for that
