Cloudflare works with dns, not with cms
Well yes, I know. But cloudflare routes the user through a proxy, so instead of SERVER_ADDR you'd have to use HTTP_FORWARDED_FOR_X.

You never need an SMTP server setup. You can go into the help thing on your email and press how to setup with outlook, then you get the connection details for the SMTP server that your mail provider has (google, hotmail, whatever). :DIf you're going to send mail through PHP you need a mail server set up.
