Have you checked any of the logs in the logging folder? They might give more information.
Also, when I got this error, I reinstalled Java and it seemed to fix the issue. Not sure if that will work for you but it is worth a try!
Make sure you copy the logging folder to your server folder.
Incorrect database configuration. Emulator could not connect to your database. I will update Arcturus so it will be more clear about this.

Are you sure you have started the mysql service? Make sure its on the correct port and that it is not bound to the wrong port.
If your CMS works, you can verify your database configuration against the details specified in your CMS configuration.
Let me know if the issue persists because then I will look further into it as for now this seems to be an configuration error and not an emulator issue (Otherwise people wouldve reported it before.)
Also make sure you have all the correct log files that came with the download. Do not delete them.
You need to install a Mysql right..

Go to the mysql website and download whatever stable version they have.
I think the problem is when I run php artisan migrate to import the chocolatey files to database
