    There is no "package" in Arcturus. You just have to edit the config.ini file, run the SQL file in your database, and run start.bat.

    There is no package required to run Arcturus.

    Or, well there is no package that comes with Arcturus, you would have to install Java since the emulator runs on Java and that would be self explanatory but anyways, to install it go to java.com: Java + You and click "Free Java Download" then "Agree and Start Free Download" (If you accept the terms) and then run the file that comes with the download, and just follow the installation instructions and you would be all good.
