Catalogue Problem (Order_num)

I have a big problem with my catalogue, i can see the vip/fvip catalogue and i'm the rank 7 but rank 4-5 can't see the fvip catalogue, and the fvip catalogue is set as rank 3 and the vip catalogue is set as rank 2 and the highest rank is rank 7,

the order num for the vip catalogue is 110
and the fvip catalogue is 110
and the staff catalogue that is rank 7 has order num 112

VIP RANK = 2 (it's like that in the catalog_pages)
FVIP RANK = 3 (it's like that in the catalog_pages)

I can't find the problem, rank 4-6 can't see the the fvip catalogue only the vip!!
