    Check your external_variable - external_override_enable and client.php

    Do you receive any connection?
    try to change the connecting ip in config.ini to 0.0.0.0

    It could also be blocked by firewall.

    This could be an problem with firewall or an other possibility would be incorrect configuration of your client/emulator. Make sure you host with your vps IP address and not 127.0.0.1 (localhost).

    @poisone
    Don't turn off your firewall! Thats isn't a really good practise. If there something wrong with the airbag of your car you wouldn't also break it out, but fix it! Just allow port 30000 to your firewall. "0.0.0.0" isn't the right IP address, use your vps one.
