Error with Azure

I have a VPS with Windows Server 2008 R2, I can not install the .NET Framework 4.6 therefore attempt to change Azure Emulator to run it on my VPS, but when I start it gives the following error:


Error loading config.ini: Configuration file is invalid method not found: '!! 0 [] System.Array.Empty ()'.


I do not know what to do!! plis help!

Can you post your config.ini (removing any private data such as IP or passwords)
