Why on earth would anyone offer free Windows VPS? Think about it.
You get what you pay for. If you want good hosting, you wont get it for cheap.

Prices depend on what you want to have. I suggest you to browse websites of different hosting companies and read reviews about them on different sites.

Last time I hosted a hotel was 3 years ago so I can't really give you any advise on certain hosting companies.

I wouldn't open your first hotel to the public. Set up a local hotel, mess around with it, figure out how everything works and then learn all the code, then move onto opening one to the public. No one wants a owner who can't do anything themselves.
