First, you're trying to run in the wrong directory.

To run it in the correct directory, type the following in command prompt:
    Code:
    cd c:/xampp/htdocs/
Next, you need to define where PHP is located in order to execute the installer/migration command.

To do so, type the following in command prompt:
    Code:
    c:/xampp/php/php .exe artisan migrate
(remove the space before .exe as I can't post it when its together)

After which, follow the installer/migration command accordingly.Trust this will help.

You're facing the issue because your missing some files (i.e. the Source Code does not include all files and cannot be run independently).

These files will be compiled in a file named "binaries.zip"; which is presently not uploaded for on the latest release.

I have left the developer a message over his Release thread on this.

Many thanks for the help anyway and for letting the developer know about the error and yes after several hours of testing the cms is missing files but I think this is because the cms is in development and I hope that I was able to finish the Final version where I believe that these errors are no longer.
