I tried running illuminacms with iis for like ages and I keep getting a white screen.

It should start working with web.config + when your adding roles on the server manager also select this one item which is similar to GBP not exactly sure how it was but, it's similar to that,

No. Never ever install that. You should use URL Rewrite as that is made for IIS and is a IIS extension.
