Help with this error

Ok so the first error i have is this : Warning: mysql_fetch_array() expects parameter 1 to be resource, boolean given in C:\xampp\htdocs\app\tpl\class.forms.php on line 86 it says it on top of the page and i dont know how to fix it

Also when i download a revcms skin/theme and i put it on the htdocs where its suppose to be and then when i go to my site the theme is all messed up and all over the place.
