Permissions are set to full control for the wwwroot folder, idk what else to do!

Have you set the permissions to apply to all files and sub-directories? More specifically the engine/cache directory?

Yup, i've done that all, seems to still be throwing up that error. Also, what CMS would oyu recommend?
