IPLACE email not sending

I am using Iplace cms V1.9 it is not sending the emails is this because of XAMPP? I have secured xampp I tried IIS but it is being a dick I can usually fix this errors but I do not know why any help?

Make sure the CMS is using phpmail ( http://php.net/manual/en/function.mail.php ) and make sure you have a mail server installed on your web server (SMTP)

I don't think XAMPP comes with a mail server. So you need to install one.
