I found one with PDO but that's not RevCMS 1.9.9.9 (or whatever it was).

Why would you need specifically MySQLi or PDO?
And why not do this yourself? There's quite a few CMS' out there with it implemented.
Because MySQL is old and I don't like to see XAMPP error because of MySQL. I tried replacing every "MySQL" with "MySQLi" but there are some small things that I can't do (not enough knowlege). Also I can't find a small and good CMS like Rev (mine dosen't even has theHabbosAPI or whatever it's called) and Skin support.
Don't use XAMPP. use IIS or Nginx.
