NGINX issues

Since the idiots who own Rise Hotel keep attacking my friends hotel with HTTP- attacks(http-get, http-post and http-head) attacks, I have been searching for a fix and have had no luck I was wondering if anyone knew how I could prevent attacks? I have tried everything from limiting connections per IP to a max timeout setting for fastcgi.

Server Information:
OS: Ubuntu
Webserver: NGINX
PHP Version: 5.5.9-1ubuntu4.3
Ubuntu Server Location: Canada
Windows Server Location: Canada

If anyone could help me but don't want to share the fix publicly PM me.
