Phoenix 3.11 remove quests

I'm trying to remove this from the toolbar:



I was assuming it was somewhere in the external_variables but I couldn't see anything.
At first I thought: questing.enabled=false would remove it but that just makes quest not doable.
I want the whole icon removed.

you can only remove this via the swfs I believe
