Edit 1: I have tried myip:30000 and phoenixemu responds to it.

Re: PhoenixEmu Not Listening on Right port
Your port's aren't open.
What you really need to do is to open them up via port forwarding.
Tutorials to do so are here: port forwarding tutorial - YouTube
If that doesn't work, then I'd suggest downloading logmein hamachi : HERE and use that to see if it's your server problems.
If you still need help PM me.

Re: PhoenixEmu Not Listening on Right port
Go to firewall -> advanced settings -> incoming connections -> new rules -> port -> 30000 -> stupid name here -> hit save.

Re: PhoenixEmu Not Listening on Right port
I have made into inbound rules and outbound rules ports: 81 (Apache port) 3306 (MySQL) 30000 and 30001 (PhoenixEmu).
Doesnt help.

Re: PhoenixEmu Not Listening on Right port
As I said in the PM, Please take a screenshot of the error, (Useful tool to do that is gyazo.) Send us your Config file in the apl/management (block out your passwords and Ip's just so anyone else reading doesn't ddos or attack your computer) , and your error log please.
It'll help us determine what might be the problem.

Re: PhoenixEmu Not Listening on Right port
Try turning off your firewall first , if the client works , then it's the firewall , if not then it's your settings.
If the client works , try allowing phoenix emu in the firewall.
