This of course depends on what emulator are you planning to use and do you host mysql and sites on same vps?

This is what I have seen done.
2gb Cloud VPS from OVH($15) - Emu and MySQL
1gb Classic from OVH($3) - Get Centos 6.5 OS and install nginx.

It also depends on what emu you plan on using.

No kkk. I get 500+ users with phoenix and 1gb/1core VPS.
But, purchase on OVH for protect DDOS.

I think 4GB should be sufficient. Allocate 750mb to your emulator, about 1.5GB to your database.

I doubt as MySQL takes more than the emulator does. Besides that, your OS also needs some RAM.
