My question is what can i replace it with?

This is my web-config i converted: Web.Config - Pastebin.com

And this was my htaccess: RewriteEngine On RewriteRule ^(|/)$ index.php?url=$1 RewriteRule ^([a-zA-Z0- - Pastebin.com

Well the only problem i have is my Web Config, when i try to make a news with æøå i get this error: Incorrect string value: '\xE6\xF8\xE5' for column 'title' at row 1
