You cannot run an emulator on a webhosting unless you host the emulator on your own computer.

I dont know, how to run file in the red frame on cpanel hosting 11, because I do not have vps, computer have external internet service , at home there was no computer.

You can not run it on Web-hosting. You need either a VPS, Dedicated Server or to run it on your laptop/computer.
