Azure is on the good way but I should warn you for some dangerous intern leaks that rise up your memory usage. There is for example an exploit in Battle Banzai that give your server an very high memory usage.
Will be fixed in Azure 2.0 or above. We will pin point this memory leak and
fix it... Done. As Azure has had a few other memory leaks, which was fixed.

If I were you, I would use the Phoenix Emulator 3.11 the original one.
Then setup a licence server using BIND. That would fix your so called
problem, for the mean time.

The original phoenix can handle 2k users.
Phoenix is not that bad. Use the non decompiled one, for
the mean time.

I would advise you against using Azure emulator, many have sugguested it but what they don't realise is that it has different duplication bugs, and other major bugs. I have seen comet run with over 3000+ online, and if you have a hotel with this many users, i'm sure you can aford whatever the cost of comet is. Otherwise i would advise you to hire someone to complete and fix a emulator for you. There are alot of stable emulators out there, but they are not just download and direct use. Plus emu, there is a comet server release, fresh emu and firewind all of these are stable, but they need alot of work done on them so that they can be ran on a hotel like yours.
