First of all you need to check if your service is up and running. Do you use IIS? If so, try to start IIS or restart it if it's already running. For Xampp you just do the same.

    Thanks,
    Mr. Doodle.

I am running on IIS. I've restarted VPS and it worked for a bit then it happened again. Does it count or do you still need to restart iis?

Restarting IIS wont resolve a HTTP flood. You're either being attacked with JR or HTTP-Post attacks. You can patch JR attacks within IIS, but HTTP post you cannot. You will need to either spend money on protection or do a bit of searching online about how to prevent these attacks.

As asesinato said, it might be a DDoS-Attack. You should get some protection. You could buy a cheap TCP Proxy to hide the client IP address and use some free service like cloudflare or something for DNS.

With layer-7 attacks you can attack by domain, by inputting a http://url.com:80, however if you have the servers IP address it is an advantage, but its just silly to L7 the servers IP when you can use SSYN.

Personally OP, if you want to resolve this problem without spending any money, use nginx instead of IIS.

I am using cloudflare and I got a TCP Proxy, and it hides the client IP. I have actually no clue what to do next.
