My favourite locations is Netherland and German, if you need a VPS then take a look at contabo.com or transip.eu.

Webhosts hosting is totally an awesome idea, but keep in your mind that non of the free webshostes would give you DB access to you server unless you buy premium on it or sth. So you'd pay for the webhost and VPS, as for the VPS, umm I dont know.. :S
