2 Problems: Petition and Rates

1. After loading everything the Petition screen just keeps saying
2004.11.06 17:42.35 1200: adding timer -- no petition now
2004.11.06 17:43.35 1200: adding timer -- no petition now
2004.11.06 17:44.35 1200: adding timer -- no petition now
2004.11.06 17:45.35 1200: adding timer -- no petition now
2004.11.06 17:46.35 1200: adding timer -- no petition now
.....etc



2. When i use a custom NPC file and go ingame and kill something, the EXP given is still the same as it would be at 1x
