How to modify script formulas

I use Excel to modifiy my formulas in different scripts, is there any other better program for easy modification of the forumlas ?

Im not that good with forumlas in Excel, and what I want to do is to lower the needed items for recipies, but instead of changing them one by one I would like to have a formula that affects and divides only the numbers in the colum by a certain precentage and roundup every decimalnumber (1,5) number up to closest whole number(2).

If you know how to do this in any other program please share your knowledge.
