http://git.sulake.me/Repository/CMS is working.. you still have to login but it's working (at least for me).

They don't have to register. The only tool they have to use is VS, if they can't use VS they shouldn't be running a retro and it's good practice to compile it yourself rather than using a ready made .exe. MEGA is not a direct download either by the way.
The original post has MEGA style download links already (this & this), they're just outdated and there's nothing wrong with that as this is a beta project and these new links are the latest commits. I'm sure Jamal will update the original post soon to comply with your... *ways*.

I cant understand it, i open the hotel first time it works, after i restart the emulator nobody can enter the Hotel!
i disconnect after 100% but, i have all settings right, and please help me!

But you only have to enter "guest" as a Username and password and then click download. That's all. No extra tools needed, no need to register (register is not even enabled).
You don't have to be so rude, people here are not stupid to not manage to do that.

Still, you need to login. Whether a free account is provided or not, it's not allowed. Direct downloads such as mega or mediafire for example are allowed.

We don't use public hosts for a reason, cause sulake take it down from that host or people like to send fake dmca. This is the reason we have our own git to publish the public builds of Azure, which will not get taken down. -.-.
