Do you have write premission in the directory?
I am using IIS7 Catalogue / script items in badge.php've called and inserted into the wwwroot folder after I started using it and it came cmd error
Go to windows.php.net and download the php zip package
unzip it and place it anyhwhere. In this folder you have a fresh php.exe :D
Or when you have a Webserver installed than it should have in a folder too the php.exe
