Something is already using port 80. Make sure you don't have anything running that is using that port. XAMPP, IIS, ngnix etc.

I promise something is either using that port, or you typed the wrong IP. Check everything.

We got it! The VPS is filtering the traffic to a different IP, got it all situated now.

EDIT: Managed to fix the first problem with setting up the server by following Shokkato's HabboAPI setup tutorial and the register problem by removing IIS from the system.
