It is ReCMS, so if you would like to get it work without errors use Xampp 1.7.3. But I recommend you to use IIS 7.0/ 7,5

People worry to much about the performance where its not necessary at all. Focus on other more important things such as your emulator. Imo I like Nginx because it's so lightweight, so I use that to serve static files and Apache for web application files.
