I think that habbo did that for the load times because it is faster to load multiple small images than 1 big one.
But I'm not sure Habbo can also did it to annoy us

Its because of the layers and how the Z value would work. At the bottom of the room people would be in front, at the top behind the image. Lower the Z to far and the image goes partially behind the room itself.
