Running the client from anywhere other than: http://images.habbo.com/* will cause it to black screen.
Running the client on an info-host that differs from game-**.habbo.com will cause the client to halt it's connection with you.

The flash policy request has nothing todo with ingame string encoding. Even it's modified UTF8 which replaces %00 and some other things...
