I've just edited the source so it checks quackster.net instead of otaku.cm and it works fine for me!

Isn't work. When I change IP to 198.147.23.177 and want to start emulator, then: "No Found".

You release licence.php when I do it in phx folder, it also doesn't work.

Be more elaborate with the error, "No Found" is useless to hear.
The licence.php on your own server will only work if you're using your own DNS server, or have modified Phoenix to use localhost as the licence server instead of otaku.cm (this defeats the purpose of using an unofficial licence server; you'd might as well just remove licence checks, no?).

Open command prompt and ping otaku.cm. What IP is shown?

That is the otaku.cm IP. You haven't changed your DNS setting properly. Make sure you set 198.147.23.177 as the primary DNS server, and an alternative such as Google DNS as the alternative DNS server.
Restarting your server would flush the DNS cache, so yes, try that if you're sure you edited the DNS settings.

So does this mean that we're able to use Phoenix again without any problems, because I'm pretty tired of using Butterstorm and what not and I'd rather use Phoenix.
