Well i personally think it's just been recoloured and edited a little, as i've seen this layout several times before, also if he made this, he has a bad habit of spelling competition incorrectly. Also if this layout was to be displayed on a habbo fansite...it'd be an uber failure, lol in the text box how childish the words he uses, dude 'groovy downloads' wtf? and in the text and on the banner it says 'Hab Tastik' hmm, doesn't it say Hab Tastic down at the bottom with the copyright?

Anyways, imo, this layout sucks, and the format needs well needed to be changed as it's all blurry, obviously the layout will not work, (links, etc), as it's just one picture itself, i see that it's been done on paint.
