Your post is spam because you're only addressing to my post. Not the actual topic. No offense, but I've seen your coding, and its far from pretty. ^ ^ (You've made several fake development threads regarding "your cms", which is most probably a Phoenix PHP/Uber CMS rip, luls).

TBH Will be hard getting it from a PNG.. A PSD would be must easier. I usually code professional layouts like the one you showed above for £10-£40
