Hey, Ive tested ur server, and in varrock, there are;
2 lowes,
4 shop assistends
3 or 4 bankers
2 times of horvik
2 times of romeo

And i can't trade with other ppl and with npc's like horvik or shopassistends..

That are some bugs, maybe u could fix it!

Just delete all of the npcs and put your own in. Yah, easy fix
