Help me with skill level to use item

hello i'm making my own server
and i wanne know where i can set the Skill level for a item
i wanne have my dragon age on level 60 woodcutting
so if the player is below 60 he cant ware the axe

can someone help me

i use uhm Bully source 508 i think :P
