Server Restarter (Arcturus)

Well, I didn't saw a Server Restarter yet, so i just created one in just 10 minutes, haha.
The Restarter HAVE to be in GameServer.
You need to have "GameServer.lnk", "LoginServer.lnk" and "Worldserver.lnk" else it won't work!
so the files has to be standard, else it wont work. Maybe I'm gonna add an option later on where you can write in the filename.
