I was an administrator for vROSE until we changed to vWOW so I know how to do this. Trust me... It's really not worth the time doing it because you need to client editing everyone's client and the server files and database and everything else.
I agree it is hard to do, you are better off with a gm shop selling them.

Rofl edit list_sell.stb and make your players put it in a 3ddata/stb folder in the main rose folder. Make sure you edit the one on the server side also. Bam done.
Hex editing is a thing of the past for stb and stl editing. There's Manny tools that read write from them. Publicly released. the col that says LSEL# # replaced with numbers of course, that's the npc sel list find a list in that stb that has all the skill books from the mayor and just add to a individual col. Very simple Imo its the easiest server mod there is.
There was a Simple TuT on how to edit npc shops. Now i believe the 3ddata folder still works with osrose but not 100% sure but 90 % tells me it does.
Why not just add the skills as drops. My server drops all rare/item mall skills and resets.
