I know you can't play Rose Online with Windows Vista, but for running a server on it, I'm not sure. I'm highly doubting it, but I can't confirm it for you.

But first try using a v138 Trose.exe

it might not be a vista problem, goto ROSE Online: The Official Site of ROSE Online North America and goto the technical support section for info regarding Rose Online and Vista.

alot of people are able to play with Vista, and some cannot.

I would do the same as Random* said, try there. I don't Vista so I can only help you so far.
